Environmental Storms Strike Again in 2020, Sheet-metal Spray Paint Faces New Changes Solution: Paintless Polymer Composite Body Cover Panel

In mid-April, an emergency notice was issued by Xixiang Office of Bao’an Bureau of Shenzhen Ecology and Environment Bureau, which is adjacent to Guangdong: From April 15th to 17th, the auto repair industry stopped the process of surface spraying and painting.

 


 

In 2020, environmental protection has not stopped due to the epidemic. This is not the only news about the most polluted sheet spraying in the automotive and auto repair industry:

On March 26, a repair shop in Luzhou, Sichuan Province was administratively punished for exhaust emissions from paint spraying operations;


On April 10th, a paint shop in Huzhou, Zhejiang Province, was closed because it did not meet environmental protection requirements;

On April 10, 1 Auto Repair Shop in Bao'an, Shenzhen was fined CNY 20,000 for failing to comply with environmental protection regulations;

On April 15, 1 Auto Repair Shop's paint booth in Jiujiang, Jiangxi was sealed because it did not meet the emission standards;

On March 25, a car repair street in Harbin was banned;

Beijing issued a new environmental protection policy: From July 1, the environmental protection law enforcement power of auto repair paint exhaust will be borne by the township street offices.   The "Decision of the Beijing Municipal People's Government on Delegating Part of Administrative Law Enforcement Powers and Implementing Comprehensive Law Enforcement to Sub-district Offices and Township People's Governments" (hereinafter referred to as the "Decision") is officially released, and will include 4 ecological and environmental law enforcement from July 1. The 431 items, including the power, are part of the administrative punishment power and administrative coercive power undertaken by the relevant departments of the city and district. They are delegated to the sub-district offices and township people’s governments, and they exercise the relevant administrative inspection power according to law and implement comprehensive law enforcement. "According to the "Decision", the ecological and environmental violations of the decentralized administrative punishment right include motor vehicle maintenance and other projects. The law enforcement investigation and punishment of illegal activities involving VOCs exhaust gas pollution in Beijing's auto repair industry is enforced by the street offices.


Based on the intensive news on environment protection from industries around China, it is clear that:

1. The supervision on environment protection is getting stricter and stricter.

2. The emphasis of the supervision in vehicle repairing is on the sheet-metal spray paint.


 



 

Among the four major production processes of automobiles, painting is undoubtedly the one coming with the largest investment and the biggest consumption. While sheet-metal spray paint is also one of the essential businesses in the vehicle repair plant, the compliance cost is getting higher and higher under strong supervision for environmental protection. The emergence of paintingless polymer material body panels has pointed out a new direction.

The first batch of passenger vehicles with this type of body panels have been approved for driving on road on September 30th of 2019 in South Korea, while the first batch of commercial vehicles have been licensed for driving on road on May 7th of 2020 in South Korea.
